Message from the President
The creation of the Moussalaha Center comes in implementation of the high royal instructions of His Majesty King Mohammed VI, Commander of the Faithful, may God protect him, with the aim of capitalizing on the experiences and best practices obtained within the Moussalaha (reconciliation) program, launched in 2017. The latter has played a decisive and effective role in countering violent extremism among inmates convicted under the Anti-Terrorism Law.
This program is implemented through an integrated approach aimed at fostering reconciliation: with oneself, with religious texts, with society, and with the systems and norms that regulate relations between individuals and legitimate institutions responsible for the governance of public life. It does so in full alignment with the legal, ethical, and human rights principles upheld in our country, while addressing the multiple dimensions involved in the rehabilitation process.
The establishment of this Center is the result of a distinguished and effective partnership among various institutional stakeholders. Its primary mission is to strengthen and unify efforts to contribute meaningfully to Morocco’s national strategy against violent extremism and terrorism. This mission is pursued by promoting values of openness, tolerance, dialogue, moderation, and balance, while prioritizing the nation’s supreme interests, upholding national constants, and drawing inspiration from the tolerant teachings of Islam.
Building on its newly established partnership agreement and approved strategy, the Center oversees the continuity of the “Moussalaha” rehabilitation program and undertakes additional responsibilities. These include designing and implementing preventive programs in collaboration with partners across prisons, communities, and digital media. The Center aims to protect against the risks of extremism, establish a vigilance system to monitor such risks, and implement measures to safeguard the families of program beneficiaries from extremist influences.
In full coordination with the Mohammed VI Foundation for the Reintegration of Prisoners, the Center also supports former prisoners by monitoring the implementation of their projects and facilitating their socio-economic reintegration into society. Beyond these tasks, the Center conducts studies and research and organizes meetings, conferences, and training programs focused on combating violent extremism.
To foster transparency and media outreach, the Moussalaha Center launched its website, serving as a platform to showcase its work in countering violent extremism, publish relevant studies and research, and provide updates and statistical data on its activities. It is hoped that these efforts will meet the expectations of all partners and stakeholders.
We pray to God Almighty to guide our endeavors for the good of the nation, and that the Center—and its platform—serve as effective tools for realizing the royal vision and the noble directives of His Majesty King Mohammed VI, may God assist and support him.
