Introduction

The Moussalaha Program was launched in recognition of the Kingdom of Morocco’s commitment to creating the conditions necessary for the reintegration of inmates convicted under the Anti-Terrorism Law, while countering extremism and safeguarding society from its risks.

Built on an innovative approach, the program seeks to rehabilitate these inmates by fostering reconciliation on multiple levels: with themselves, with society, with religious texts, and with the systems and institutions that govern public life. It is grounded in legal, ethical, and human rights standards, and prioritizes the supreme interests of the nation while remaining faithful to its guiding constants.

Recognizing the importance of facilitating the reintegration of inmates convicted under the Anti-Terrorism Law, the General Delegation for Prison Administration and Reintegration, together with its partners, developed this program through an integrated and comprehensive approach, distinct from conventional models of intellectual reviews and dialogues. The program seeks to curb extremism within prisons, manage the post-detention phase, and rehabilitate inmates in order to enable their smooth reintegration into society.

Following the success of 12 editions of the Moussalaha rehabilitation program—which proved to be highly effective in combating extremism among inmates convicted under the Anti-Terrorism Law—and in line with the High Royal Instructions of His Majesty King Mohammed VI, may God assist him, the Moussalaha Center was established pursuant to a partnership agreement signed on November 2, 2023.

This Center represents the culmination of seven years of the rehabilitation program and serves as a framework for capitalizing on this pioneering and unique experience. It ensures the program’s continuity, institutionalization, and the ongoing enhancement of its performance.
